Worked with Ruf ? you have to be joking, they tolerate Ruf, they don't even acknowledge cutting edge VTG tuners RS Tuning ( even when their N/A engine powered the highest place Nurburgring 24 Porsche the other week beating all the factory entrants)

No, I'm not joking. Alois Ruf and Porsche have long had a very amicable relationship. Porsche happily supplies chassis/body shells that Ruf subsequently VINs as RUF and has manufacturer status in Germany.

On a more personal note, the Porsche dealer network has a very high regard for Ruf and has no issue working on conversion cars and honoring existing factory Porsche warranty (that was my experience and that of others I know firsthand).

Having had conversations with Alois himself, I can assure you he is more than "tolerated" by Porsche

As you probably know, Ruf does not sell much of its wares/cars to Germans, it sells more to other countries and is not considered "the" Porsche tuner in Germany - that would fall to probably Techart,9ff and Cargraphic for the "masses" and Manthey and RS Tuning for the people in the know and with the budgets to buy race derived technology.

Techart and 9ff also have that "manufacturer" status. Porsche indeed does only "tolerate" all the tuners including Ruf. Manthey seem to be able to play the clever trick of separating its racing side from its "motors" side so it gets to play on behalf of the factory for its racing but only uses Porsche Motorsport stuff, any "tuning" done by Manthey falls under the "Motors" side.

Back to your originbal assertion, Ruf is not at the cutting edge with VTG based engines, as you doubtlessly know his big dog engines, RT12S/CTR3 are both 996 turbo based with non VTG turbos. The VTG stuff gets tricky over ~650hp due to the inherent heat issues. The only tuner who has really cracked the VTG potential is RS Tuningh through its Alzen turbo race engine program. Their stage 3 (Cargraphic stage 3) is pretty much the same as the new 620PS GT2RS with similar high end boost numbers and larger VTGs (although I doubt the RS uses the bigger iar pipes).

RS Tuning' current ultimate VTG offering is 3.9 litre higher CR which is needed to light up the biggest VTGs they have designed, Secan intercooling tech, cams race exhaust etc to give high 700s hp .....

BTW I like Ruf's, owned a CTR Yellowbird, great packages but their Mezger development stopped with the 996tt based RT12S/CTR3 and Alois states as much in a couple of magazine articles.......

The 3.9 one I refer to above goes to 800hp (high 700s like 790hp ) and ~950NM, the 4.3 is obviously the ultimate and even more area under the torque curve, same sized VTGs. The limit of the factory ECU is apparently 800hp, anything more needs Motorsport or alternative ECU with loss of all the factory features.
