As cool as that is, wouldn't it be impossible to drive on roads because of needing the tires to warm and the brakes to warm?

It's not an F1 car, it's a Formula 3000 car. They use fairly conventional steel brakes and it obviously has road legal rubber on it.

Some guy down in Florida did something similar with an IRL car.

The big things in making it road legal is the tire covers and signals right, besides the obvious emissions? Sorry if I sound ignorant, just don't know much about what it takes. And I assumed, even thought I knew the tires were road legal rubber, that it would still take some effort to daily that car.

Well in reality, all you really need is insurance, a plate, headlights, tail lights, mirrors, and turn signals.
