Not at all. I don't hide and wait for people to walk by. I am in an elevated position, bringing the pain... Think of the different buildings on the different maps. Camping is hiding in the bushes, waiting for someone to walk by, then knifing or silenced weapon killing them. That's camping. When it happens to you, you'll know what it is. Dominating a room or building roof is a tactical skill.

 

For what it's worth, sniping is NEVER camping. That's all skill.
