Yes. I had a little issue with Disc 2, but all of the VIP codes worked no problem. There should be two codes that come with it (one on each pamphlet) and a code that was e-mailed to you with the unlock for the R8 5.2 Audi.

I have the pamphlets with the codes, where do I apply the code to free the cars?

Go to your Dashboard by pressing the Xbox button, flip to the Marketplace pane and select Redeem Code. Enter it there.
