I believe not.
Here in Brazil, for exemple, a GTO costs around $1.6 million. In Asia, is the same thing, i think.
In Europe, i believe the highest is Belgium.

In Europe the highest taxes for luxury cars are in Denmark and Finland, also in Netherlands and Spain prices for luxury cars are a bit higher than in benchmark Deutschland, but not by a crazy margin. In Belgium, France, Austria, even Italy with its rather crazy annual vehicle tax, car sales prices are about to be similar with German ones.
