Advice Please....Sap left on a black bmw hood

Ok fellas, The BMW I bought Mom last year should not have been black first and foremost. I noticed while washing it last week some serious Sap was stuck on the hood and I know it had to have been at least 2 months old.
Well in my haste I took a little goo gone to it and then (since I didn't have a polisher at her house) picked up the left over p21s paint cleanse just to make it presentable. Well it doesn't look pretty, any ideas or thoughts the best way to attack paint damage from this? it appears as the clear looks damaged as well.

Sorry to hear bro 
First off, you're in luck with trying to clean the paint. Because BMW used a 2k clear-coat on that car, you don't have to worry about easily damaging the finish. Stoner's Tar Remover, or 3M Wax and Grease Remover should help to quickly loosen any grime/sticky stuff that's left (never use these on single stage lacquer finishes!).
Don't allow the product to dry on - it should work right away and a couple light applications should work better than one heavy duty one.
Next, try a good over the counter clay bar (Meguiar's, Mother's, and Turtle Wax all sell kits with mild clay+ Quick detailer for lubrication) and clay that entire area after you wash the section.
Inspect. The combination of the two processes should leave the paint completely residue free and allow you to assess the condition of what you have. If possible take pics and post them here. Likely you may have some etching of the clear-coat that would need to be polished out if its removable at all.
If there's etching/damage to the clear, you could try an over the counter product like Meguiar's Swirl-x and Scratch-X, but chances are you'll need at least a small DA (Meguiar's G110 / PC 7424) to get favorable results. Worst case scenario, you take it to a quality local pro to have them spot-correct the area.

If you can't fix it yourself DJ, don't worry as there are several well known and well recognized detailers in the area that may help if it comes down to that
