That's actually not water around it. It's what's called a Plandt Glauert Singularity. It's when a plane is just about to break the sound barrier. Really cool stuff. I posted this a while ago. Here's another cool picture.

I was getting ready to say that has to be a p-shop. Ain't no way a C130 is going to get remotely close to the sound barrier. Well maybe with a few JATOs attached to it.
