No. Their Shuttle was a "look we can be a space power too" play. Even though cosmonauts could ride aboard, it was completely controlled from the ground. Much like their other firsts in space (Gagarin, Tereshkova, etc.)

And your statement about Werner von Braun is absolutely correct.
