I believe that the answer is yes, if you have the right connections. It would have to be demilitarized, and you would have to own it under a non profit charitable organization I believe. You would have to have an air museum, and use it for shows, and events and such. It also takes an act of congress to do so. There are a couple of guys that have bought F-4 Phantoms. It would be a ridiculously expensive airplane to maintain though.
