Really without getting into exact specs the EURO car is a bit lighter. They came with diffrent front bumpers but to make them US legal you had convert the bumpers. Also the Euro cars did not have warrenty. But now every 360 there is is out of warrenty so in a nutshell the EURO and US 360 are the same car the Euro is just less expensive

Yes it cant have a US Vin and title unless it has been converted.
