Looks to me that is a 997.2 GT3 RS spoiler with some spaced mounts.

Not sure if it is for sale anywhere, so you might have to steal one off of the next RS you spot.

That's a wing. There is a company that makes em in the US as aftermarket, otherwise you need a wing from Porsche motorsports. Ain't cheap.
