The feds demanded that it be certified, and Porsche is only making 250 examples so they decided it wasn't worth it evidently.
Absolutely ridiculous. Same for having to import McLaren F1s into the country on a "show and display" license that limits them to 2,500 miles a year (like any McLaren F1 would get that mileage anyway...).
And you can't buy a car outside the country just because you want one. It has to be for the greater good of society. This may be how he's doing it, btw.
