Rear bumper weirdness

Hello everyone.
I'm new here and wanted to introduce myself so, hie
I have a question. Can someone please tell me what's that thing I always see sticking out of the rear bumper (where the license plate is) on Porsches in the US?

The orange signal lights I can ignore (and they can be easily replaced), but those bumperettes things, they are seriously ugly.

got to hate these people that make up these ridiculous safety rules. If it's safe to drive in europe, than why change the cars in the North America. not like we drive different cars.

I'm pretty sure about that Sean, at least in the US. I could do with or without them; some years were much worse than others, but it certainly isn't a deal breaker...
