Rebuilding an already Rediculously Fast RUF/Sportec RTS @ TPC Racing

The car was delivered to the us from RUF with a 3.6L GT3 street engine from the Euro 1999 car + rufs cams and some other trickery. The owner had a 2002 GT2 Sportec motor put in following the factory 2002 GT2 release... Then the car came to us to mate the 1999 wiring harness to a 2002 motor... took a while and then it became a bit of a hybrid of sorts. Currently the car develops 680hp. We have worked on this car for a while and it is routinely raced in PCA and is at almost off of the potomac PCA's track days.
Car is running JRZ IMSA Cup Doubles, with 600s up front and 800s out back.
Our plans are a full rebuild of the engine and we are going to wring about another 100-130whp out of it to make it absolutely dominate on the track this year! Will post updates when we have them!

Alright explain this to me because I've never quite understood it. The class this car races in obviously has some sort of restrictions right? Well then how come everyone in that class do what you guys are going to do and get that max horsepower?
Is it just a question of cost that prevents most owners/racers?
