Yes they are made by Boothe Design. HRE will finish them to match your wheels and then install either a silver or colored crest.
The cap in the first photo is painted gloss black from my RS171's and the one in the second photo was done by HRE is satin black powdercoat. You might also be able to get them directly from Boothe in a matching finish.
