It means the car can't be licensed in the U.S. and this fools the authorities. At least that's my theory. I believe someone told me that the owner does a lot of racing (I believe in the Challenge Series).

I can tell you about a lot of guys who thought that and found out how wrong they were. I've also heard of it helping on occasion as well.
