What's The Best Free Blog Website?
That has cool interface etc, and is somewhat customizable.
It's for a friend who is a snowboarder and wants to start a blog.
Doesn't necessarily have to be free, but less expensive the better.

Posterous or Tumblr for quick/ easy to setup, but not as customizable.

If he is willing to pay a bit, check out Squarespace as they have a very straightforward drag/drop design interface.
