- Receiver must have been manufactured before the AWB takes effect
- Receiver must be built into the ban's definition of an assault rifle BEFORE the ban takes effect. If you have a pre-ban receiver, but it was made into an assault rifle after the ban takes effect, then it will be illegal
- If you build your own rifle, I believe you have to get some sort of certification or proof that it was built into an assault weapon before the ban takes effect, unless all parts are pre-ban.
An AR15 lower receiver should fit an AR15 upper receiver.

It is all speculation at this point. The bill could be worded so it would include rifles with specific features regardless of their date of manufacture. There are several states with similar bills in the works. An example of one of these bills would require the weapon in question to be either modified to meet compliance (which given the regulations would be nearly impossible), surrendered to the Gestapo, or registered with the goverment as an "assault weapon". Registration of course, is a license for the Reich to come back and disarm you at a later date.

It's sad but the truth is the laws are worded so that state and federal level prosecutors have leeway in the court room when prosecuting people for alleged firearms crimes... usually either a simple violation or a felony. At any rate an assault rifle must have a Rifle caliper, a bayonet lug, a detachable magazine, a grip that protrudes "conspicuously" from the receiver, a collapsable buttstock and there's a few other things that elude me at the moment; the point is that if all the parts are pre-ban you are good, if all the parts are post-ban your are also good. legal problems arise when one starts messing with the "lower receiver". "lower receiver" is in quotes because that as we have established is the part that defines metal machined parts to a firearm.
