you could pick up a decent hull for about 2.5k put 50-75 hours beefing up the transom and making sure its dry/strong. a built 2.5 offshore shorty is about 12k +/- 3 depending on what parts your using. figure 4k in gauges, jackplate and race steering, and then anywhere from $300-3k+ depending on the number of props your running (drag, top-end, load carrying etc).

edit: This one is a different hull but still only 17'. Its probobly the cleanest example in north america if not the world. he has used it something like 3 times in freshwater water only.
