Why does it have the lines? Safety surface or something?

it is grippy stuff, it allows the driver to mess up, not destroy the car and get back in the race.

That is a great track, I remember seeing Michelin's test on Lemans cars over at that track changing pressure settings and tyres to see which is fastest on the track.

As mentioned above they are a very course section of a bitumen and tungston mix that wipe off speed and straightens the car up when a driver has a off... The red will pretty much destroy the tyres but if it saves your car it is a small price to pay

Very nice test circuit as the are 100+++ different ways to set it up to replicate sections of many of the major tracks in the worlds, which is why the F1 teams love the place ( also it is owned by F1 overlord Bernie)...
